is there a specific reason i cant post topics or replies in other threads?
Not being able to post topics or replies is a permissions issue. Best to send a PM to the Admins to get that sorted out. They might notice your post here first, but sending something directly to them never hurts.


How much control do players have over domestic news and how much has to be done by mods? Can a player, for example, invent a natural disaster in its territory? Or can it only post stories about things that it's government can actually do or say, without control over what else happens in the country?
You post things about what you are doing, events are mostly created by Mods. Some can be random or as a result of actions you or another player has made. This isn't to say you can't release propaganda. Its just it won't be really happening.

Is there like a database with all of the Qpawn IDs? I kinda forgot mine...
Yes. You can ask any admin, and they will be able to get it for you if you remember your previous nations, and it also depends on whoever the admin is, and if they know how.

i noticed that there are no Powerbases for the a basic nation in the Powerbases table. What am i supposed to write into my application form regarding the powerbases?

You have three options, one - research the powerbases and submit it with your own, second - wait for the admins to research it for you and they will update the powerbases spreadsheet, or third - choose another nation.

Do news story's come everyday?
Some news articles are mod-created. Many highlight player actions though and make the impact of them important to other nations as well. Find an issue or four that are relevant for your nation and push legislation or international discussion. If you want a QNN article about something you think is important or would be interesting for your region, you can post it in the QNN thread, where it can be approved by an admin or a moderator.


In the nation applications thread what does it mean by power bases?
If you examine the thread Powerbases in this forum you will see that every nation has a list of 6 powerbases. These are the most important groups in a given nation. They can be political parties, businesses, religion, the military, foreign nations or whatever. You need to select three of the six to be the primary backers of your government. What this does is make sure that players come up with governments that bear some resemblance to what is possible for a nation. So, no capitalist revolutions in Poland, for example. It also helps us keep track of whether or not someone has become unpopular enough to be thrown out of office. You always need to keep your backers happy or you might wind up tossed out of office.


How long is a Qpawn week with respect to real time?
One RL week = one game month.


Can some one be nice to a begginer and explain about the intel thread ?
Intel can be gathered in two ways: The first is to simply read the intel forums. There are levels 1 - 5 and moderators will post intel in there, some true some made up it is for you to judge whether you take it seriously. This will usually be a good way of gaining general intel on world events and other player's plans, plots and conspiracies.

The second is to PM your moderator and ask for a specific piece of information. Depending on the diligence of the moderator, this may well have it's accuracy adjusted to reflect the intel level of your nation. Be aware that the more detailed the request, the longer it's going to take the moderator to put together the necessary information. As for the mechanism for improving your intelligence services and therefore unlocking the next tier of intel, I do not know. That is a decision for the game mods.

Are there any rules about including out of character conversation in "in character" forums?

Keep it to an absolute minimum, and only as a small addendum to your IC post. Use either the spoiler tag or the other convention of ((OOC: your message ))

There is a rule in the code of conduct that specifically covers this now, if you seen anybody you feel is violating this please use the report post button located to the top right corner of the post.


Economics

How do I find out about the state of my Nations finance and Paraliament etc?
You can check your finances through a Qpawn Budget sheet. You can find that in this forum or the Finance forum


How far are you allowed to go into debt?
It depends on the nation, but you can expect that after it hits 50% you’ll run into problems.


Also in general, how is the cost of projects posted in your treasury thread calculated? Do you contact a mod or do you come up with it yourself?
It is calculated by both moderators and yourself- you can do it yourself and they’re approve, or they’ll do it and make it expensive.


Is it possible to alter different forms of taxation? For example, Is it possible to lower company tax by 1% while raising income tax by 1%? Or are we restricted to the bulk 'tax rate'?
You can raise or lower what you want. Qpawn Economics will take it into account in his impact assessment and associated stories. For mechanical simplicity, it will boil down to a certain shift in the overall tax burden one way or the other though. Not all taxes are equal, of course, with more revenue coming in from the income tax than business taxes in most nations on a % for % basis.

Do we assume that things like solar power will provide stable electricity supply, no matter is it sunny or dark?
Nope. Electricity will be played as realistically as possible. If you build a solar power station in Antarctica, where is eternally night for half the year, then that base will not have power.

Generally, it is best to leave disasters to mods. If you want one, you can always whip up the story and send it off to your mod for review and publication via PM though. Most mods will okay such things if a player wants them and does the leg work writing up a story for publication.

I suppose I should field this one, since it's my responsibility.

The one Sudanese player that we've had started the process to delay the referendum, but he jumped ship before he made it official.

I'm going to proceed with the referendum for continutity's sake, but I'd really prefer having a Sudanese player at the helm to interact with. We'll see how things go.
