In order to bring a element of realism to the EU in Qpawn I have decided that it will run in the following way.

The players represent a minister from their nation that is part of the Council, this Council's Minister are dependent on the subject matter. For example should the discussion be on Economic reform, then all Ministers will be their nations Minister of Finance.

When passing legislation the players will vote as Members of the Council.

I will then Role Play the European Parliament who will also vote on the legislation. In order to pass the more controversial legislation the Council and European Parliament must vote it through.

In order for the Council to pass legislation it must be voted upon by 55% of Members who represent at least 67% of the EU's Population (335,844,092) and must be voted in favour by at least 74% of the votes. ((This is the real life conditions))

Just as a matter of course.

Take the above with a pinch of salt. Yes all the NPCs do have a vote, but as long as a majority of player nations pass or fail a piece of legislation, the NPCs will follow suit. I woun't counteract player initiatives.
